Understanding Social Security Disability in NH: SSDI vs. SSI
While both pay benefits to people with disabilities, SSI and SSDI are distinct programs.
SSDI is an insurance program funded by payroll taxes. It pays monthly benefits to people who cannot work because of long-term disabilities. To qualify, you must have worked long enough and recently enough to earn sufficient “work credits.” Social Security imposes a five-month waiting period on SSDI, based on the date Social Security determines your disability began.
SSI is a needs-based program for people with long-term disabilities, limited resources, and low income. To qualify, you must be disabled, blind, or over 65. Your income and assets must be below the limits set by Congress. These amounts change annually and vary based on your income sources and who lives in your household. No work history is required. There is also no waiting period for SSI.
SSDI benefit payments are calculated differently from SSI. They are based on earnings history, while SSI is based on income. The average SSDI payment is higher than SSI. Sometimes you can receive both, which is known as concurrent benefits.
How Does the Social Security Administration Define Disability in NH?
Social Security defines disability as a condition that meets all of the following criteria:
- Severely limits your activities to the extent that you are unable to perform a substantial gainful activity
- Is expected to last for at least 12 months or result in death
Substantial gainful activity is work for which you earn more than a certain monthly amount, which is adjusted annually. As of 2025, the substantial gainful activity limit is $1,620 for most people. If you are blind, the limit is $2,700. When evaluating your claim, the Disability Determination Services will consider the following five questions to determine whether you have a disability:
- Are you working?
- Is your condition severe?
- Is your condition on Social Security’s list of disabling conditions?
- Can you do the work you did previously?
- Can you do any other work?
The Social Security Disability Application Process
You can apply for disability benefits online, by phone at 1-800-772-1213, or in person at the Manchester Social Security office located in the Cross Insurance Building at 1100 Elm Street.
You will need detailed information and documentation about yourself, your medical condition, your work history, and your spouse. Social Security often denies applications for incomplete or inaccurate information. Regardless of how you apply, gather your information and documents beforehand. You will need your Social Security number, your spouse or former spouse’s Social Security number, and any minor children’s birth dates. Social Security will require the following documentation:
- An original birth certificate
- An original proof of citizenship
- Medical records in your possession
- Verification of any workers’ compensation payments you have received
- The routing and account number for direct deposit of your benefits
- A copy of our Social Security Statement, if you have it
- A list of all your jobs during the last five years before you became disabled, up to five.
If you are applying for SSI, you will also need proof of income and assets. Such proof may include pay stubs, award letters, bank statements, life insurance policies, property deeds, and vehicle registrations.
Why Social Security Disability Claims Are Often Denied
The SSA only approves approximately 19 to 21 percent of new applications, according to its own statistics. It denies SSDI applications for the following reasons:
- Incomplete application
- Errors in the application
- Insufficient work credits
- Lack of medical evidence
- A determination that the medical condition is not severe enough
- Evidence that the applicant is performing substantial gainful activity
The SSA denies SSI applications for most of the same reasons, except work credits. However, an SSI application also may be denied if your income or assets exceed the limits.
